Ministry of Agriculture and Rural Affairs: Releasing Notice No. 736 to Ban 4 Highly Toxic Pesticides
Notice No. 736 of the Ministry of Agriculture and Rural Affairs of the People’s Republic of China
To ensure the quality and safety of agricultural products, human and animal safety and environmental safety, in accordance with the Opinions of the CPC Central Committee and the State Council on Deepening the Reform to Strengthen Food Safety, the Ministry has decided to ban four highly toxic pesticides, those are, omethoate, carbofuran, methomyl and aldicarb. Relevant details are as follows:
1. Beginning on June 1, 2024, the registration of formulations containing omethoate, carbofuran, methomyl and aldicarb will be cancelled and their production be banned. Beginning on June 1, 2026, their sales and use will be banned.
2. TC production and export by TC manufacturers will be kept, existing registration will be changed to export only registration, and supervision of closed operation will be implemented.
3. Carbofuran TC, as a raw material used to manufacture carbosulfan and benfuracarb TC, can be directly supplied between carbofuran manufacturers and carbosulfan/benfuracarb TC manufacturers, to form closed operation. Methomyl TC, as a raw material used to manufacture thiodicarb TC, can be directly supplied between methomyl manufacturers and thiodicarb TC manufacturers, to form closed operation. Relevant provincial-level departments of ministry and rural affairs are responsible for verifying, tracking and supervising transfer-ins and transfer-outs.
